At the Havering/Redbridge London Borough boundary are a coal tax post, placed along the former boundary of the Metropolitan Police area, and, overlooked at the time of the photograph, a small stone inscribed with something. This is presumably also marking the borough boundary. A study of OS large scale maps shows the actual boundary to pass at the mid-point between the two markers.
