At first glance this appears to be a bus shelter. But there is no adjacent bus stop sign, and a container for cigarette ash and stubs is inside the shelter, so I concluded that this shelter is for workers in the adjacent council offices who wish to have a cigarette (or pipe/cigar) break. Bournemouth Borough Council has had a No Smoking policy inside its offices for many years.
