Scenes like this would rapidly become less common if you bought the contents of bottles and cans but it was a legal requirement that you only hire the container. It wouldn't stop littering but an army of small boys would collect up the empties to redeem the deposits (it works in Oregon). As far as styrofoam is concerned I would make the vendor responsible the local council would be able to fine the outlet for every one their street cleaners found.
