The tower block is part of the new Vita Student Glasgow student accommodation. Due to be completed in September 2016, it will contain self-contained studios, a fully equipped residents' gymnasium, games rooms etc. Compare it with a similar view in June 2015 [http://www.geograph.org.uk/photo/4537367].
