On an industrial estate. It is unclear which of the premises it belongs to. It appears to have been horse-drawn. The odd thing is that the entire rear end appears to be removable, making it unlikely that a high pressure was carried. There is a red cylinder by the driver's seat, which may be a feed pump. Did it just supply steam or was it some sort of tar heater?
