This is part of a very long terrace on the north side of Oxgangs Avenue, and it may be wonderfully comfortable to live in, but it looks like a bad example of the sort of concrete blocks that used to be the hallmark of the Soviet Union and its satellites. I wonder where, how and above all why local authorities train their architects to create such hideous buildings?
