Cross in the churchyard of Christ Church, Litton

The cross has the question: "Is it nothing to you all ye that pass by" though without the question mark. This is a quotation from Lamentations 1.12. I thought at first this might have been a war memorial, but the only other inscription is 'IHC', a christogram referring to Jesus Christ. The cross here must be demanding a reaction to the crucifixion.
