At the end of a normal tarmac residential road, the lane continues as a byway. The sign is not to be found in the Highway Code. The logical interpretation would be that no motor vehicles are permitted, with the exception of motor bikes. The apparent notice attached is no help, as it is the frame for a local council public notice, without the actual notice.
