The HUBS, the building that houses the Student Union of Sheffield Hallam University, was formerly the National Centre for Popular Music, a lottery-funded project that became, predictably, a white elephant. (Sheffield has a varied and extremely creative history in the field of popular music which serves to illustrate that young people don't need a nationally-approved canon or an official space to create: all they need from authority is a willingness to let them sign on undisturbed whilst honing their sound.)
