The Department for Social Development has now admitted that the grandiose plan for the Royal Exchange is unlikely to proceed in the style initially envisaged. "The department gave careful consideration before terminating the Royal Exchange agreement . . . . . . The department will continue to work in partnership with all stakeholders to make sure we deliver the best scheme possible."
