Biggin Hill airfield played a major role in the Battle of Britain: this road, named after Air Chief Marshall Hugh Dowding, chief of Fighter Command during the battle (see https://en.wikipedia.org/wiki/Hugh_Dowding,_1st_Baron_Dowding ) nods to that.
