In the foreground is the dedicated lane for buses and ambulances. One of the guys directing traffic believed that the queue at this time of day, 13:45, was patients arriving for clinics at 14:00, as well as staff returning from lunch. He volunteered the comment that most of the cars had a single occupant while the buses were almost empty. Smaller queues formed for admission to car parks.
