Seven years on from Image the development predicted there has only progressed as far as demolition. Current plans are for a six storey block of flats with shops at ground level. Meanwhile there is an unusual chance to see the Royal Exeter Hotel and the spire of St Peter's Church from the steps of the BIC. The balloon provides a sense of continuity.
