It includes the date (1879), the name of the building and of the mayor (Thomas Milburn Esquire). The circular emblem, of a cross surrounded by four roses, was an ancient Carlisle coat of arms. The building is at the corner of Fisher Street and Market Street (photo http://www.geograph.org.uk/photo/4609609 ).
