I believe this is the Rock Works. The bit in the distance was built in 1884 for Richard Smith for the latest chenille power looms. The works was extended towards the photographer in 1927 and the steps to Mount Skipet relocated. These now derelict buildings have a unique set of tunnels into the sandstone rock behind.
