This would seem to be a lifeboat (No 3) from a larger vessel, perhaps a cruise liner. The details on the bow indicates that it was licensed to hold 56 persons and was registered in Port Vila in Vanuatu. Seen from the towpath of the Kennet and Avon Canal which is a public footpath.
