There is a date stone above the door, which can be read on Google Street View https://www.google.com/maps/@51.2752192,1.3432699,3a,90y,209.87h,97.23t/data=!3m5!1e1!3m3!1smFXXINkv3hjhOoAbJ7t5HQ!2e0!5s2009-05?hl=en-GB - it looks like '2nd C.P.A.V. - AD 1869'. We believe these initials stand for 'Cinque Ports Artillery Volunteers'. The Volunteers were part-time soldiers. The Corps was incorporated into the Territorial Force in 1908, this was renamed the Territorial Army in 1920. Evolution of the Cinque Ports artillery can be seen here http://web.archive.org/web/20051116043140/http://regiments.org/regiments/uk/volmil-england/varty/ke-cp.htm . The drill hall was used as Territorial Army Centre during the 20th century. Today it is home to the Sandwich detachment of the Kent Army Cadet Force. Since the photo was taken, the auction room has relocated http://www.sandwichauctionroom.com/ .
