The "Black Hand" was a movement of Serbian freedom fighters who, in 1914, became implicated in the assassination of Franz Ferdinand, precipitating WW1. Their symbol was as in this photo. Here, however, it is a sign that a foreman on the Altrincham Interchange construction site wanted to prevent photographing of the work currently going on there. Hence, the image is a little indistinct. (Contrast the attitude of the foreman at the nearby Altrincham Hospital site, where he was keen to advise when and where the best shots might be taken.)
