The oval plaque, seen here, bears the building’s name and a date of 1863. It is situated on the corner of Oak Street opposite a house that was once the Star and Garter public house, which was in operation from between 1864 and 2005 http://www.dover-kent.com/Star-and-Garter-Deal.html
