A WW1 drill hall of Lothian and Border Horse (HQ, B and D Squadrons).http://www.geograph.org.uk/article/WW1-Great-War-Centenary---Drill-Halls/18#lothians. No apparent sign of the hall now, and nothing obvious at the back on Google Earth, except what might be a cut-down building at the end of West Scotland Street Lane to the rear. Just typical Edinburgh New Town houses. The blue door [no. 18] will lead to a stair that leads to probably two flats at each level, one left and one right. The two doors on either side [Nos 16,20] lead to a single main door flat, and there are also basement flats.
