Being a passing visitor to St Albans, I was not sure what function this curious small building performs or once performed. However, in December 2017 I received this helpful input from John Webb (St Albans Signal Box Preservation Trust member) - "It may have started life as an office for one of the coal merchants who used the City Station goods yard. This closed mid-1960s. It has seen several retail uses since then."
