Surley Row is an old lane which became surrounded by later housing developments. The southern half was made a conservation area in 1988 to preserve its distinctive character and buildings (see Reading Borough Council appraisal http://www.reading.gov.uk/documents%5Cservingyou%5Cplanning%5CConservation_Areas/19602/Surley-Row-Conservation-Area-Appraisal-0910.pdf ). This narrow section of the road is closed to through traffic, by a set of bollards at the top of the hill. The white building is Springfield House, an imposing villa dating from the early 19th century (see http://www.imagesofengland.org.uk/Details/Default.aspx?id=39204 ). For part of the 20th century it was the Convent of Springfield St Luke, an old people's home. More recently, it was converted into flats.
