Built in the 1830s, the style is Tudor Gothic (more information at Images of England http://www.imagesofengland.org.uk/Details/Default.aspx?id=39196 ). Surley Row is an old lane surrounded by later housing developments. The southern half was made a conservation area in 1988 to preserve its distinctive character and buildings (see Reading Borough Council appraisal http://www.reading.gov.uk/documents%5Cservingyou%5Cplanning%5CConservation_Areas/19602/Surley-Row-Conservation-Area-Appraisal-0910.pdf ).
