The Woolwich and Greenwich foot tunnels were supposed to have been completely refurbished in a £1 million project with completion in 2012. But for various reasons the original contract was not completed, and a new contract was let in 2014 to complete the works, including installation of new lifts in the Woolwich tunnel. At this point the building seen in Image was covered in scaffolding, but the stairs remained open for pedestrian use.
