This "gate" leads through to an isolated corner of the New Forest crown lands, just east of Ipers Bridge. Commoners' stock (ponies, donkeys, cows) wander freely on the unenclosed Crown lands and their exit is blocked by fences, gates and cattle grids. This squeeze-stile is presumably supposed to make it hard for cyclists to get through, as off-road cycling is only permitted on designated paths in the New Forest.
