On the corner of Maendy Wood Rise and Heol-y-Pwca, opposite Maendy Square Health Clinic. http://www.geograph.org.uk/photo/3923298 The name above the doorway is WPCA. Based on the building's location and function, it's likely that the letters are the initials of West Pontnewydd Community Association or similar.
