This was a promotional event by Western Union money transfer services -- there was music, there were dancers, and some free gifts. The fact that Western Union chose this as a location to advertise suggests they considered it to be an area with many potential customers. Also, look immediately above the red "HOMELOOK" sign -- there is some intricate signwork which suggests the shop was once a jeweller and watch/clockmaker called Sanders.
