B G Charles "Place-names of Pembrokeshire" gives many early forms: Paltockes Inne, Baltox Inn, Paltocksin, Battog's Inn, but fails to give a good etymology - it might be a personal name. We do know that it was Fenton ("Historical Tour through Pembrokeshire", 1811) who first called it Poll Tax Inn, without any justification.
