The buildings formerly housed a wool and synthetics mill, which closed in 1981 because of a combination of factors, including shortage of capital for investment, competition and an economic depression. In 1986, the empty mill was bought by Stroud District Council, for conversion into new, centralised offices. The building was fully opened in 1990.
