As part of the plan to develop this part of Hemdean Bottom, it was intended that this location would become a bus-only link, between Emmer Green and Caversham Heights, thus allowing a through route for buses but preventing rat-running. The road was built, and some housing either side, but the bus route never happened. Now, the bollards still prevent rat-running although the middle ones are removable. Presumably the emergency services have a key.
