This is a site of special scientific interest due to it being a lowland heath. It is a lovely place for walking and many locals use it for taking their dogs out. For more info, see http://www.wirral.gov.uk/er/heslnr.htm In the photo, you can see the wide Dee Estuary and Wales beyond.
