The building dates from 1882 and stands next to the pier and harbour entrance. With a tower about 70 feet (20 metres) high, it looks like a church but was built as a scientific and literary institute including a lending and reference library. William Bickford-Smith (1827 -1899) was an English fuse manufacturer and a Liberal and Liberal Unionist politician who sat in the House of Commons from 1885 to 1892.
