Located on the corner of Kellaway Avenue and Wellington Hill West. The inscription is "ERECTED BY PUBLIC SUBSCRIPTION TO THE MEMORY OF W.D.WATTS, LATE MEMBER OF THE GLO'STER COUNTY COUNCIL FOR THIS DISTRICT. 1900." The fountain and lamp were made by W. MacFarlane & Co. Ltd of Glasgow, formerly the most important manufacturers of ornamental ironwork in Scotland.
