Scotland formed a test-bed for the Conservative government's highly unpopular "community charge", introduced a year earlier than in England and Wales: a flat-rate replacement for the old local authority rate, it was swiftly dubbed the "poll tax" and contributed in large part to the departure of Margaret Thatcher.
