Underpass below new road

The road wasn't on our maps. This wide underpass must have invited too much vehicular traffic, so concrete bollards have been carefully positioned. But why are there concrete steps at both ends of the underpass? Is it because horses don't like to go under, and riders have to dismount and remount at the other side?
