I was most surprised to find this relic of Network SouthEast (the business sector of British Rail in charge of most services in the south east of England from 1986 until 1994) on a platform at Harwich International. A Permit to Travel machine, by the way, is a slightly cumbersome way of applying a Penalty Fare system (i.e., a system under which one must have a valid ticket before boarding a train) when the ticket office is closed and there is no ticket machine available. In that situation, one is supposed to pay as much as possible towards one's journey into the Permit to Travel machine and issue said Permit, then present the permit at the ticket office at one's destination and pay the balance there.
