The lower part of Steep Hill; the reason for its name is obvious. The bollards prevent motor vehicles from accessing this part of Steep Hill, though I cannot imagine trying to drive up or down a slope that steep would be enjoyable. Walking along it is difficult in either direction, hence the handrail.
