Strange traffic calming bend on the A127

This certainly wasn't here the last time I was, but that was a long time ago. It appears they have turned a roundabout into a dual carriageway while keeping the circular design, and has a 20mph limit for the short duration. They have also done this on two consecutive roundabouts in Mollison Way Queensbury which are a lot worse as far narrower.
