The western end of Westby Road is closed for three hours this morning, to allow the delivery of concrete panels for Image An expensive business: £500 for council permission, £1000 for crane hire; the panels have come by road from Ireland, where Aggregates Levy is lower than the mainland, and so they are cheaper.
