The sign reads "Ploughing in progress" as one approaches the phone mast. A little further along the road, there was a work party who used a harrow disc to trim the overgrowing grass at the verge of the road; it wasn't ploughing, but the sign was a warning of work ahead. (And "Harrow disc trimming the verge in progress ahead" would not fit on a sign.)
