Difficult access footbridge

This footbridge on a public footpath has horizontal bars, presumably to limit access. On the day I encountered this footbridge I had a slight knee injury and was unable to negotiate the obstacle. Postscript: I emailed Essex CC Public Rights of Way team and received a swift and very helpful response and later a confirmation that they would take steps to remove the obstacle.
