Probably a 1960s block, currently a job centre, unusual in making a concession, a brick tower, to its neo-Georgian neighbour. The blue-and-white column in front, which lights up at night, is a piece of modern "street art" which will, apparently, help to regenerate the area. Or attract more moths.
