This attractive building is passed in Blenheim Gardens on the way to Windmill Gardens and Brixton Windmill. It looks Victorian and just to confirm this it has a crown, VR and 1891 picked out in brickwork between the upper windows. It makes an interesting contrast with the 20th century sorting office at Bexleyheath - see http://www.geograph.org.uk/photo/2301793.
