This appears to be the only operational building remaining in the disused Thames Water sewage treatment works in Merton. I presume that after treatment was abandoned on this site in 1971 [source: Merton borough website, page later removed], the sewage was pumped to another works (or maybe into the south London trunk sewer for treatment at Crossness?)
