Previously within Pontins holiday camp, now part of Middleton Towers retirement village. Pevsner says that the tower is probably early C19, its origin and associations seem to be unknown. English Heritage describes it as a folly. It is a Grade II Listed Building - https://historicengland.org.uk/listing/the-list/list-entry/1164309 .
