The original system could not have been that old, judging by the houses supplied, yet according to the signs this exercise is to renew it. The sections of pipe are supplied to site complete with lagging except close to the joints. The steel pipes are welded together, then presumably the lagging is completed around the welds. There did not seem to be any obvious provision for expansion, which is surprising.
