Spoof blue plaque in Brecon

My eye was caught by the estate agents sign and then I noticed a blue plaque. "Has anyone famous ever come from Brecon?" I thought, so I squinted at the plaque in honour of 'Niloc Semaj, most celebrated of 18th century time travellers'. Then the penny dropped. Made me smile though. Yes, that is a parking fine / penalty charge notice on the people carrier in the foreground...presumably not a spoof one.
