The centurion from Legion XX VV (20th 'Valeria Victrix' - Valiant and Victorious) is giving his verdict (maybe on Wilkinsons - see the leaflet in his left hand). The re-enactors are part of 'Deva Victrix' from Chester http://www.romantoursuk.com/deva_victrix.htm a group dedicated to re-creating our former colonisers as authentically as possible. The 'tartan' style of his under-armour tunic is based on actual material samples recovered from sites such as Vindolanda near Hadrian's Wall (the 20th were one of the three legions to build this). Roman soldiers would have adopted and adapted local clothing to suit local climates all over their huge empire.
