The governor of Britannia is addressing the crowd from the museum steps surrounded by his honour guard from Legion XX VV (20th 'Valeria Victix' - Valiant and Victorious). The re-enactors are part of 'Deva Victrix' from Chester http://www.romantoursuk.com/deva_victrix.htm a group dedicated to re-creating our former colonisers as authentically as possible.
