It is thought that this particular queen is a likeness of Queen Elizabeth I, the cross-crosslet she is wearing is the same as the one depicted in a portrait painted in 1546- prior to her becoming queen. Mid 19th century maps do not show a pub at this location, therefore it looks like this pub gained its name quite recently or at least within the last century or so.
